Scrape property sale document images for dashboard #22

I just noticed that the scanned images on the Land Records site are now of much higher quality than they used to be, so we could incorporate this into our scraping. We would want to really think this over before pursuing this because it would be a time-consuming endeavor, plus there is a good chance the court wouldn't be too happy with us taking the images instead of paying the $1 download fee.

Here is an example of the new resolution:

@AbeHandler and I came to the conclusion that without a great reason to do this, this shouldn't be done. It has limited potential to improve the app, but great potential to harm our relationship with the Land Records office.

However, this could still be done for in-house purposes, such as when a sale is flagged for possibly containing errors (date is in the future, incredibly high/low amount, etc.). Adding this to the upcoming dashboard would make the manual work portion of this app much more efficient.
