Recipes using exactly 8EU/t or 32EU/t #157

Not sure whether the recipes come from GTCE or the pack.

Recipes using exactly 8EU/t overclock in LV machines and use 32EU/t. Since 32EU/t is exactly LV voltage, the machine will run out of power unless it is placed directly adjacent to its power source (or uses a superconducting cable). In general, it seems like the way this is handled is most recipes take a little bit less than the maximum for the energy tier -- LV recipes cap out at 28 or 30, MV recipes don't take more than 120, and so on.

To remain consistent with this, ULV recipes should consume a maximum of 7EU/t, and LV recipes should consume a maximum of 28EU/t. (or maybe 30EU/t if you want to restrict the machines to being within 2 blocks of the power source)

Found another bunch of these, for instance HSS-G ingots in the fluid extractor requires 512EU/t which is exactly the maximum amount from a HV packet. The recipe should be something like 480EU/t to allow for a little bit of cable loss.
