[All] [Enhancement] change project structure for publishing on PyPI #88

Change the project structure for publishing on PyPI

change the name of the base folder from src to umie_datasets
move config to umie_datasets (previously src)
in all imports of other modules in the project add the umie_datasets prefix
change pyproject.toml to follow this structure
