Run Mafia on Github Runners #6

KoL Mafia is an incredible tool that makes it possible to automate interaction with Kingdom of Loathing. This is going to be useful as we attempt to automate various parts of the donation / trade / vetting processes.

It's written in Java and has a headless mode. Let's make it so a github workflow can trivially run scripts through it. This could take the form of a Github Action, or it could involve a provisioning script that sets up mafia which is invoked by workflows from the repo.

This was and still kinda is a fun idea but I don't think it's needed for TLF at this stage (and at the very least wouldn't be part of the website).
