Ice and fire dragons should have their own wearable and placeable head, open and close mouth when applied to redstone, like the Ender Dragon head, these can't be loot from the dragon but rather found on Nordic/Viking ships generated on oceans water, the head is placed in front of the ship.

also, stage 1 heads can be made into a necklace and put in a baubles slot
