client side/ local time measuremnt and storage, manualy correct times and commit later #16

Measure and save time on client persistent (also if aplliction get closed).
Allow manually chnaging time measurements and commit them to redmine whenever 
you want.

Logging "local" time on every issue would be possible. Then later correcting 
how time is spread on sveral issues is possible and commit every issue 
seperately or batch commit all selected issue with uncommited measured local 
time.
