Some timed game messages duplicate #4

Sometimes when playing multiple games in a row, some messages duplicate, the one that I got a screenshot of was the Map Rating Prompt

After looking at the code though, it seems to be an issue with the timer not being cancelled, even though it should be. This may need to wait for when I replace the game timer system with the one from StarClock, but that needs to have a few features added, mainly around one-time callbacks instead of repeating callbacks.
