sample-proposal for lesson content

the current sample-proposal is great, but mostly targets feature work. I think we should have a separate one for lesson content/new tracks etc.

I'm not entirely sure what it should include.. maybe:

• motivation
• topics covered/basic outline
• any projects included
• other lessons/tracks that need fixing in relation to the new lessons
• status (checklist like the other proposal doc)
