Fix: progress badge overlap

Because

This PR fixes the badge overlap that occurs when opening a modal over a progress bar on smaller screens.

Changed the z-index from 10 to 30 within the modal_component.html.erb file
Changed the z-index from 30 to 10 within the progress_circle/component.html.erb file
