Feature: Admin V2 - Reactivate team members

Because:

• When an old team member returns to the team, I want to reactivate them as an admin, so they can regain access to the admin area.
• Closes: #4608

This commit:

• Adds a "Reactivate" action to deactivated admin team members
• Reactivated team members are sent an invite email and can log in again.

More generally: is there a reason a reactivated account has to reset its password instead of just logging in with their old credentials?

Good question, yep theres a good reason. It's for team members who have been inactive for a long period of time. We've had some come back after a year or more. Theres a really good chance they've forgotten their password.

I see what you mean about the password reset email not being quite right. I think sending an invite email might be better suited. From the deactivated team members perspective, they are getting invited to admin again. That will also take care of asking them to reset their password 🎉
