The current onboarding document for moderators is somewhat outdated and full of nitty-gritty stuff that's not of importance to the public. We're refreshing and moving the onboarding documentation internally and as such, we need something public-facing so others can see who moderators are, what are their duties and how one becomes a moderator.

Introduces new document that aims to describe who the moderators are, what they do, how to become one and how to lose that status.
