[개선] 각 항목에 description 이 있었으면 좋겠음 #27

이름으로 충분한 전달이 안될시 설명항목이 있으면, 서로 논의할때 이것이 어떤 기능인지를 알수있을듯 함

특히나 폴리시 같은 경우는 할일이 여러개 있을수도 있고, 설명하고자 하는 말이 많을것으로 보임
