Fixed OSP_BUILD_SANATIZER, it simply didn't work before
Turning OFF CORRADE_BUILD_CPU_RUNTIME_DISPATCH fixes #229 #223
Dropped support for some compilers used in github workflows that don't support some C++20 features used.

Not sure why CodeQL Release here is failing. Process getting terminated just as it starts linking osp-magnum. It mentions PlumeShader.cpp, but that's likely a red herring as it's the first source file from osp it compiled.
