[Suggestion] Change behavior of the Railgun. #42

So this might be a weird suggestion, I'll understand if it's rejected.

I feel like the railgun is a bit of a useless weapon. Aside from the fact that it doesn't really function like a real railgun, it's kind of useless compared to the other weapons in the mod. It takes about a minute for it to hit the target regardless of how close or far it is. This means it can't be used for a close or medium range weapon, as missiles and turrets have a faster fire-to-target time. It's also useless for long range targets since it has the same travel time as a missile up until about 2000-2500 blocks, and does less damage than one. I guess it was made for engaging player bases at extreme range, but it really would make for a great manual artillery weapon. If it had a direct fire mode (instead of shooting upwards), or maybe a config option to make its travel time proportional to distance, it would make for a great medium range weapon that could bypass classic missile defenses like the CIWS, and require shields instead.

It's kind of a niche use for warpdrive ships (or overkill base defense?), and probably pointless if the 1.7 artillery turrets are planned to be added. But I thought I'd ask anyway.
