Describe the bug
While using the Color Picker in CCAe 3.2.0, it often freezes. It also has a habit of not properly centering the picker window as you move the picker. The pixel to be chosen is wrong. These actions may be related.

OS: Windows 10 Enterprise
Version: 10.0.19044.2364
To Reproduce
Open CCAE 3.2.0
Choose the color picker
Move the picker "window" to an area of the screen.
Repeat with a new color pick
Repeat with a new color pick.
A freeze or wrong pixel selection happens frequently.
Expected behavior
The color picker does not freeze during use.
The color picker "window" properly centers on the desired pixel location.
