[Bug]: Gregicality Rocket only turning some blocks into rocket

Issue Summary

When building a rocket using the rocket platform, only blocks that are directly connected to the rocket scanner or are directly above a block placed on the controller are transformed into a rocket when scanned.

Reproduction steps

Place thruster on platform on block directly behind the scanner and then placed thrusters on the four cardinal directions, but no rocket is formed except on the block touching the scanner. Thrusters placed on corners also do not convert into rocket. Tanks placed on the back of the the scanner or placed on top of a thruster/tank that's connected to the scanner will convert but only above. Rocket will only convert up to the height of the multiblock and any blocks placed above multiblock will not covert.

Problem solved, but rocket cannot be built on claimed chunks or chunk I was in was blocked for some reason.
