cXXXX - default locale is C.utf8, not C #22

Self-explanatory. We should support all languages and inter-operation by default, not opt into it by complicated platform-specific hacks.

(c papers are going to be the equivalent in WG14 - C Standards Committee as the p papers for WG21 - C++ Standards Committee)
