When the player stops holding down the fire button an additional projectile is fired (if they are holding an smg). This projectile has higher damage than the smg they are holding. When this occurs also start a timer, while this timer isn't finished we do not allow the projectile to spawn. The timer is still started as full time even if a projectile was not fired.
