Issue with Sjalvolki rulers joining migration along the way #165

Sjalvolki rulers that are joining imperrech along the way (Like Sigrun, Iordanes after he changes culture and religion, Irmionoth in Karthos and a few others) can still get land after joining the imperrech. This works especially in case of Sigrun, who already gets two kingdoms in Etepezea, and additionally another one in Opakhasia or Aironoi because of it.

I propose restricting people who are joining imperrech along the way from getting any land.
