Bug in the decision UI #32

Sorry I don´t know excatly how to label this bug.

Palying a the Ural League the game show me that I have ten decisions available but open the Events & Decision screen it shows only the decision to unite the region.

I hope I didn´t overlook something.

Here is a picture and a save game if it helps.

Ok.... So after I finished the focus The Refugees the problem vanished.
