The tooltip for second option "Our troops need guns" shows that taking the option will only take away a Civilian Factory. I asume that it should add a Military Factory.
But choosing the option will also do nothing. At least in my game.
Choosing the frist option will only add a Fort but will not remove the factory.
And maybe you could change the order of the options so it like in the text where the first proposal is to build up your arms industry but is actualy the second option. But that´s only a minor thing.
