Having just enough centralization allows both the failure/triumph events to pop up and therefore both trees to be opened up.

I am experiencing the same bug. I am running the game on Ubuntu, and MtG is not installed (but everything else is). To reproduce, load the attached save, and in the event chain accept Malenkov's speech (otherwise only the failure event fires.
