Rural Famine in Orenburg bug #66

I got the event where it says the end of the famine, but the option says "Remove ." and it doesn't actually remove the famine so I am forever hemorrhaging people in an already pathetically small nation.

Got this exact same bug, makes the Malenkov route for Orenburg virtually unplayable
