Although the game have the ideology of Peru marked as "liberal democracy, the republic and most importantly, the President Manuel Prado Ugarteche were not liberal at all, in fact, he was REALLY conservative, part of the "Partido Civil" and "La coalicion conservadora" (The Conservative coalition), most of his government on OTL ignored or made little reforms that didn't directly threaten the privileges of the aristocracy that he was part.
with everything said, I think the best ideology for Manuel Prado would be Conservative Democracy.
