Describe the bug

The multiple end-user connections to port 22 causes issues for sc. Examples:

sc restart system_sshd or sc stop system_sshd hangs because there's still stuff running on port 22 after the SSH daemon is killed
sc stop port:22 kills all the SSH user jobs
sc stop job:PGM-sshd also can kill SSH user jobs

Expected behavior not sure

I think this is all because we need a where REMOTE_PORT=0 clause on the SQL query!
