Deez-Perls?

Adding a lexer written with Perl 5.30. Should run on any linux machine out of the box!

Quick question: why is neovim necessary for your Dockerfile? :P

Well that's a good question... Why wouldn't you want neovim in your container always?!

jk, I honestly copied the template and haven't updated the docker file yet! I'll fix that soon
