Eclipse gets itself on top of any Gnome's window sat as "Always on Top" mode. #24

What steps will reproduce the problem?
1. Open Full Screen Mode
2. Mark any gnome window to be "Always on Top" (For example, by right clicking 
on gnome-panel).

What is the expected output? What do you see instead?
The gnome windows are expected to stay at top of Eclipse, however Eclipse gets 
on top of all other windows and their z-index gets behind eclipse.

What version of the product are you using? On what operating system?
Using Eclipse 3.6, Eclipse-Fullscreen 1.0.7, and Gnome 2.30.2.
