That is most often operation that I do manually,
and  think (and hope) that more people will use it when optimizing Eclipse UI 
for black UI theme. see

It can work like "Fill" tool but use transparent color instead.

Which option do you prefer? Maybe b?
a) a button in the icons editor
b) an action where you select a set of images from the workspace and you apply 
this automatically
c) a and b
d) other suggestion
