API Cleanup #11

I need to go through the API and make sure everything has real standard naming 
conventions.  Once that is done the API should start standardizing more.

The naming is pretty consistent at this point.  Return values of public 
functions need to be standardized.  Some functions return 0 for success, while 
others return TRUE or FALSE.
