Translation not working #13

What steps will reproduce the problem?
1. Coded the new lng.php for the new language
2. Changed the default language in index.php
3. Changed the langage in the preferences

What is the expected output? What do you see instead?
I should see every piece of text translated. But I still get the default 
English Language showing.

What version of the product are you using? On what operating system? On
what web host?
I'm running version 2.2 on a Linux system.
