make settings page functional #240

The settings page in the web module is currently not functional, that is it 
does not save settings, nor does it load the settings when it is created.

Mixed results:
+ The form saves the data that is entered for the only field on that page 
(Ohloh API 
key)
+ The form does not show the Ohloh API key, which I think is ok
- The page incorrectly states that it does not save the data.
