Histo-StagesV1.1 : Admin - Ajouter une période

1. Création d'un formulaire comprenant tout les champs décrivant la nouvelle 
période.
2. Affichage d'un message d'erreur si le formulaire a mal été remplit.
3. Affichage d'un message confirmant la création de la période.
