Add silent infractions feature #10

Allow silent warnings so that if ToonTracker goes down, warnings can be added once it is back online.

Ideally, if a silent infractions feature is implemented, it would cover all types of infractions. In the case of Kicks and Bans, however, I don't think this feature should actually Kick or Ban users. Instead, it would be used to add infractions in the event ToonTracker goes down.
