Feature: IR Illuminator and IR Pointer #8

IR Pointer is likely to be a moot point since Boomsticks and Sharpsticks will have the ability to turn on/off lasers

However, IR Illuminator would benefit low lum areas

Need to figure out how to make the light source unable to be seen by the NPCs and work with the 'stealth' mechanics.
Can just add a 'fake' flashlight effect in combine_1 based on depth but it won't have shadows, so is not ideal
