This is your network or FICS problem, Raptor cannot connect and it's certainly 
not its fault. I may be wrong if you can provide some additional context.

Right now I'm having exactly the same issue.  "Connecting to freechess.org 5000 
with timeseal ... Error: java.net.ConnectException: Operation timed out"

I'm operating a Macbook Pro with Lion and all updatees. I hve the latest 
"stable" version of Raptor. I've reinstalled Raptor. I've tried Port 23 too and 
get the same thing.
