Actions and Links submenus in Fics menu being repopulated every reconnect #649

The Actions and Links submenus in the Fics menu were being repopulated every 
reconnect, so e.g. after three reconnects, there would be three copies of every 
menu item in these submenus. Hopefully this fixes it.
