Add a low population mode #64

Low pop mode would activate at the start of a round (and last for the entire round, toggling off when there is a round that starts with > 12 players) if there are fewer than 12 players on the server and would remove the Alien HP buff and boneshield buff. Upon its activation, have a chat message/server advert appear with a brief explanation of what low pop mode is, as well as a persistent message below the timers indicating that low pop mode is on.
