Builder AI builds Sim into wall causing them to suffocate. #127

While this isn't a big deal seeing as the sim can respawn if they have housing. It's still a less desirable outcome.

improve in improved Builder AI in pull request https://github.com/TheResimulators/Sim-U-Kraft-Resimulated-1.16/pull/132 made the AI move away from block if it is to close. does this before the block is placed. also allowed the AI to have some inaccuracy in its path finding meaning it will go within 3 blocks or closer but not exact point making it avoid the block better
