RES-1962 devices API #726

  1. Add a v2 API for creation/edit/deletion of devices.
  2. Switch to only having one barrier to repair, as per conversation with Monique on Slack. New API call assumes this, though the DB remains unchanged.
  3. Remove old device AJAX calls

TODO:

There is still a restriction that we cannot add images when creating.
