Noetic Ported, launchable exercise with docker

• The exercise can be launched in Noetic / Ubuntu 20.04 with Python3 support. All the dependencies are met.
• The robot can be controlled from standard Jderobot GUI and sensors can be accessed in MySolution.py
• Exercise is launchable in docker. User only needs to execute one command.
