_callGenericToolOrToolArray parameters are not evaluated

In de.dkfz.roddy.knowledge.methods.GenericMethod#_callGenericToolOrToolArray the non/basefile parameters are not evaluated.

E.g. in the ACEseq WF

        "CHR_NR" -> "${PARM_CHR_INDEX}"
