Auto-follow new projects for listed admins #1255

1245 Calls trackProject for user ids defined in conf.ini sectionsite.autofollow_admin_ids.

Note: the extra changes in conf.template.ini are removed trailing space.

Looks like github allows editing the target branch nowadays. Saw this a bit too late, but still think having develop as default branch is a good idea.
