I have not been able to replicate this on the test server. I used the option to delete my own user (a test one). But maybe you used https://trommons.org/admin/ ? In any case I cannot see how it happens, so I have added some debug code.
Could you try again to delete that user "marina@translatorswithoutborders.org"? Let me know which URL you used to delete the user and also error messages (if any) and I will look at the logs.

The remove section explains how to disconnect an account login (e.g. to trommons.org from your TWB account).
I will again look at our code later, but I think the above will remove the connection.
As discussed today, this is not necessarily a bug because when someone deletes an account and comes back to Trommons, Google causes us to re-create an account for the user. We could remember that someone has deleted an account and not allow Google to cause us to recreate the account, but maybe the user does want to recreate the account.
