Merge 0.15 Update #9

This release contains an overhaul of elm-check.

New features:

Shrinking
Simplified API
Optional DSL for authoring claims
Elm-test integration
New, clearer terminology (Claims, Investigators, and Evidence instead of Property and TestOutput)
Improved performance as everything is trampolined. This means that stacks do not blow up due to recursion.

Removed features:

Continuous checking (this is removed temporarily but will be improved by a newer Task-based version)
