Mark as Unpublished Context Menu on Custom Pages #11

What steps will reproduce the problem?
1. Right click on Custom Page menu item or custom page (in CME "Shortcuts" 
section)
2. Power Tools > Mark as Unpublished is visible

What is the expected output? What do you see instead?

Custom Page links are not publishible building blocks in the CME. This should 
not be visible.

Please use labels and text to provide additional information.

(tool isn't "working" as of this issue creation, please work on/fix context 
issues as part of requirements and coding)
