Clean up changelog #126

Figuring out the changes between versions was difficult, so I've decided to clean up the changelog. It uses the same format as the rescript-compiler

It's ready. I've just thought that it's better to make it convenient for new rescript users instead of the ones migrating from bs-webapi.

Absolutely, it's better than what it was and I clearly didn't have time to do what I was planning :)
