Page navigation bar (on the right) has issues when lots of subheadings are present #5

Specifically, there's no way to use the page nav past a certain point when there are a lot of entries! The most obvious example can be seen at https://wiki.the-starport.net/wiki/lore/design-documents/liberty-overview.
Would suggest adding a scroll bar to this element specifically when it exceeds a certain size (It needs to float most of the time!)
