USA AI stuck at building first Power Plant #2158

USA Dozer (all sub-factions) has stare down with 0% Power Plant before starting to actually build it after a minute.

It evaluates first if scaffold was good decision :-)

It's pretty bad. This makes the USA hard AI the worst of all. GLA in comparison is actually challenging when playing with your toes instead of fingers. All because it delays needlessly.

Dozer team AI behavior is set to aggressive. Removing that should solve it, apparently.

Changing the Initial Behaviour of the Dozer from Aggressive to Normal (same as China Dozer) did NOT indeed fix the issue. aggro dozer

Edit: You have to place the file into the right folder of course...
