Friend of the Brotherhood doesn't reduce Kiho cosr

What steps will reproduce the problem?
1. Create a great clan monk (tried with Togashi Tattooed Men).
2. Buy Friend of the Brotherhood.
3. Buy a Kiho.

What is the expected output? What do you see instead?
Friend of the Brotherhood should reduce Kiho costs to Mastery level x1, instead 
of x1,5.

What version of the product are you using? On what operating system?
3.9.0, on Windows 7 x64.
