Update from newest version #211

What steps will reproduce the problem?
1. Upgrade to version 3.9.1
2. Start up L5RCM

What is the expected output? What do you see instead?
Expected: L5RCM starts up normally
Observed: L5RCM still wants me to upgrade

What version of the product are you using? On what operating system?
3.9.1 on Windows 7

Please provide any additional information below.

that's because lastest version is 3.9.3
the downloads are not on sourceforge
